ROAR offers upcoming events and opportunities to act on your opposition to OTR Corporation's proposed project.

OTR Permit Process Continues

The County Commissioners of Fremont County have received a formal permit application from OTR Corporation. Citizens had opportunity to comment at Feb. 1-2 public hearings.
Written comments will be accepted through Thursday, Feb. 9.
You may email comments about the project to planning@fremontco.com. The permit is available for public review at www.fremontcountyotr.com.


The EIS Decision of Record was released Nov. 7. Now what?

ROAR.org protecting Arkansas River Bighorn Canyon Colorado

  • February 1, 2012, DU Law School students filed a lawsuit against BLM on behalf of ROAR. See news reports and videos.
  • The public had 30 days to appeal the EIS to the Interior Board of Land Appeals (IBLA), which is a board of Judges in Washington, D.C. Appeals do not halt the start of the project, which could still be implemented if all other permits are obtained and BLM issues the Notice to Proceed.
  • We know of 2 appeals that were filed within required 30 days. The parties filing these appeals now have another 30 days to identify and document their specific objections. We'll try to keep you posted on these motions as information becomes available.

OTR cannot begin, however, until BLM issues the "Notice to Proceed." Several other permits must also be obtained for OTR to begin the project.
